The Spanish Tribunal de Cuentas. Nico Krisch (@NicoKrisch)

The Spanish Tribunal de Cuentas has reached another milestone in the witch-hunt against dozens of Catalan officials and activists, including @AlbertRoyo5, demanding the payment of millions of euros or threatening to seize their funds and assets.

The Tribunal demands this payment as a security for potential future penalties for acts it considers an abuse of public funds – but which were completely lawful. In the case of @AlbertRoyo5, this concerns years of explaining developments in Catalonia to the world.

Diplocat, directed by @AlbertRoyo5, organized events abroad to discuss Catalan concerns, especially the growing independence movement. I participated myself in one of these – an informative panel discussion on independence movements in Europe with a group of academics.

Now the Tribunal de Cuentas targets this action and much other activity of the Catalan government at the time as unlawful – clearly an attempt to punish and deter any action related to independence, however peaceful and within the bounds of the powers of the bodies in question.

Scandalously, it does so without procedural guarantees – it is merely an administrative body but with wide-ranging powers to sanction individuals. The payments demanded are outrageous – to the tune of the budget of Diplocat over various years.

None of the accused – which also include renowned economist Andreu Mas Colell – ever drew personal benefits from these actions, but the Tribunal de Cuentas seeks punishment so harsh as to ruin them financially, trying to deter any attempt at political dissent for the future.

This is a clear violation of freedom of political opinion and expression and a discrimination on prohibited grounds. It continues the repression of the Catalan independence movement by Spanish institutions despite widespread international criticism, incl the Council of Europe.
