Annual Rule of Law Peer Review – Revisió del principi de legalitat als diferents estats membres (Cartes per la República)
Breu nota per a enviar per e-mail a diversos organismes europeus (ministres d’exterior de la comunitat europea, parlamentaris, comissions de drets humans, europarlamentaris …) per demanar que es pugui fer una revisió anual del principi de legalitat als diferents estats membres. La iniciativa va sorgir dels ministres d’exterior de Bèlgica i Alemanya perquè es revisi anualment, juntament amb els pressupostos anuals. Bèlgica porta demanant-ho tres anys, El passat març 2019 va ser la primera vegada que es proposa conjuntament amb Alemanya.

Com sempre, cal personalitzar i modificar la carta segons a qui s’enviï. Cada persona és responsable dels seus enviaments. Hem marcat en groc la part superior (nom del destinatari) i la part superior (signatura de qui envia). Aquesta breu nota només vol ser una proposta i facilitar que els catalans puguin explicar-se al món, les persones que envien el mail es fan responsables del contingut i dels enviaments.

We recently heard about the joint proposal by Mr. Reynders (Belgium) and Mr. Roth (Germany) for an annual rule of law peer review in all EU member states, and that the new mechanism would be applied in parallel to the already existing Article 7 procedure enshrined in the treaties. I am a concerned Catalan citizen (and therefore EU citizen) and I believe that the creation of an annual monitoring mechanism similar to the control of EU budgets would be very important for Spain. Spain has being severely criticized by GRECO’s latest report.
The CEPEJ, for its part, lacks enforcement measures and sanctions for non-compliance.
Right now, a group of our Catalan political leaders are on trial on false charges of rebellion and sedition. Germany, Belgium, Scotland and Switzerland have realized this and have therefore refused to extradite other leaders who are in exile in these countries.
I know that only Europe can solve the Catalan conflict and ensure that the exercise of our right of self-determination, as a people, is respected by Spain. And I am confident that the annual review they propose, with sanctions for non-compliance, would be a great help, so I would like you to consider giving them your support.
